How to change phpmyadmin username and password

If you are installed first time phpmyadmin then you can use this command

# sudo dpkg-reconfigure mysql-server-5.1

Once you reconfigure (and recover) your root mysql password, then reconfigure phpmyadmin
#sudo dpkg-reconfigure phpmyadmin
